In the second scenario, I observed a father and his daughter, having some good father-daughter time. The daughter was about five years of age, beautiful and playful. The father appeared to be in his late twenties. These two were playing around, laughing, and generally having fun. Suddenly, the young girl saw an airplane up in the sky. She stopped running and told her dad how much she loved planes, and that she wanted to fly one in future. The father smiled at her broadly, and told her that she was as smart as him and her mother, and that he will support her fully, to ensure she achieves her dream of being a pilot. â€Å"You are a smart girl, and nothing can stop you from achieving your dreams in life,† the father told his daughter. The little girl was impressed, and hugged her father, thanking him, and telling him how he is the best father in the world. This was a beautiful thing to me, and I thought that this was a perfect father-daughter interaction. When I become a parent, I will interact with my child on different levels and in various situations. The people, who will observe me interacting with my child, will judge me differently. I am thinking of a scenario where I am at the mall with my child, doing some shopping. Maybe I have bought my baby some candy, but she insists on having more. I refuse to grant her wish by not buying her more candy. When she starts crying in the mall, I calm her down, and explain to her why too much candy is not healthy for her. I give her the health risks of too much candy and other sweet snacks, and junk food in general. She then cools down, and we get out of the mall, without her having the number of candies she wanted. Some would think that as a parent, I did the right thing by denying my daughter more candy, because of its health risks. Different ways to define leadership and mentoring In this report, it divided into three parts. Firstly, it discuss about leadership and mentoring. There have many different ways to defined leadership and mentoring where it done by many researchers before. Leadership is the skills that to lead other people to accomplish the mission and the goals. However, mentoring is the skills that guide, help and consult, as well as set the vision, mission and goals for mentee. Further, to be an effective leaders and mentors, they have to fulfil certain requirements such as the roles, models, values and ethics of leadership or mentoring on individual character. Secondly, it discuss about the characteristics of leaders and mentors. There have many characteristics to be an effective and good leader and mentor, however, in this report, it only discusses a part of the characteristics of leaders and mentors such as communication, good decision making and others. Leaders and mentors are playing significant roles in an organization. So, several factors to be an effective leader and mentor will be discuss on part two later. Lastly, researcher who prepared this report had choosing a platform which is scout society to discuss the potential to lead followers in order to achieve the mission. 2.0 Definition of Leadership and Mentoring Leadership is a skill that done by a leader to motivate a group of members to achieve the goals that has been set by the company. There are many definitions done by researches. Based on G.A. Cole (1994), leadership defined as a process of an individual influences to work voluntarily to achieve the goals of the tasks that has been given. Besides that, according to P.F. Drucker (1999), leadership can raise individual performance to a higher standard and help to build individual personality beyond the limitation. Means while it is a process of an individual leading others subordinates in an organization to accomplish the tasks, motivate subordinates to work hard in a good condition and perform in a higher standard. On the other hand, mentoring can be defined as an experienced person who having particular skills or knowledge to help others who lack of experiences. Referring to Russel and Adams (1997), researches defined it as the interpersonal exchange between experienced employee who known as mentor and a peer less on experienced who known as protà ©gà ©. In an organization, mentors can be a person who holding a higher position in that company such as a manger, so, mentors should help and guide as much as possible of protà ©gà © to accomplish vision and mission of the company. Based on E. White (2007) research, a high level manager should be mentors for others and help unlimited employees to complete the mission. 2.1 Roles of Leadership and Mentoring An effective leadership in an organization can be proven to maintain a good condition of a company. So, while leaders leading a group of people to complete the project tasks, leader need to have effective leadership skills. Due to that, the knowledge and skills on the personal leader are important to lead followers in a right direction to accomplish the goals of the organization. There are several important leadership roles requires on a leader. First of all, visioning and setting an example (Vadim Kotelnikov, 2001) is one of the significant factors for the leadership. Leader can build up a proper vision to establish subordinates and lead subordinates to reach the vision. Besides, leadership is a considering of the working result which will reflect to an organization performance. So, choosing a correct strategy to direct followers work efficiently on the project has to be very careful. As a leader, where should care on the organization performance, leader individual has to take the risks of manage change and develop a winning strategy to reach the vision point or the goal of an organization. According to Jeffery Gandz (2005), develop winning strategies to get a better result or performance is helpful for the company. Furthermore, lead by example to show up the confidence in front of followers and gain respect as well as trusty from followers can makes leader easier on completing the task in the whole team. Secondly, empowering and energizing (Vadim Kotelnikov, 2001) are another important leadership role. As a leader, build up a positive environment at the working place can tend to an efficiency of working process. For example, leader showing out a friendly personality to motivate and energize people to work willingly and efficiently to performance well in the project. It can help to increase the performance of an organization. Moreover, empower people by listen on the ideas from subordinates as in a fair condition to avoid unconvinced in the team. Communicate well with subordinates, giving out clear instructions to avoid misleading by followers. Leaders should also always understand the condition of followers and support and helps subordinates while doing the project. Last but not least, leading team (Vadim Kotelnikov, 2001) is a common role of leadership. Leader is to lead a group of people on performing a particular task. However, leader also considers as one of the team members in the group. Leader has to carry out the value of team work to ensure the whole team is in a well performing. So, leader should involve everyone include leader individual to performance the task. Further, allow to have a group discussion for followers to get a well performance and decision. The result that done by followers should be rely to and trust on the working scope, yet, leader has to provide an effective feedback for subordinates on the result. In contrast, mentors is to guide mentees to accomplish the mission that given. Based on the research of S.K. Hill and M.H. Bahnink (1998), effective mentoring can progress a better result such as performance levels, promotion rates, upward mobility, income and job satisfaction of mentors and mentees. It is almost the same as roles of leadership whereby roles of mentoring also have to contribute the skills and guideline, role modeling and the most important is effective mentoring relationships. Mentors have a specialist skills or knowledge to help mentees in order for mentees to gain confidence while doing the tasks. By using mentors updated knowledge to aid mentees and build up confidence as well as offering a new challenge tasks for mentees to improve mentees learning knowledge. In an organization, role modeling of mentors such as responsibilities on the job scope, confidence, trusty of others allow mentees to examine and being an example for them. Mentors can be consider as a representative of an organization, due to that, mentors have to always giving out a good impression to mentees in order to increase the presentation of mentees where may reflected performance of a company. Lastly, effective mentoring relationship such as well communication, pay out attention and concern on mentees, and others to build up a good relation with mentees is very important. It can reflect the learning process of a mentee, due to that, a proper mentoring relationship must always maintain in a good condition in order to gain respect from mentees and efficiency of learning and completing a task scope. 2.2 Models of leadership Different leaders have different leadership style and behaviour, where it is discuss in different types of leadership models by several researches. In this report, the leadership model is going to discuss is John Adairs action-centred leadership model. For an organization, John Adairs model is the simplest model to carry out leadership presentation. This model is suitable for leadership and management of any team, group or organization. Secondly, as in a group, team building is very important. Leader should able to communicate well, setting standards and able to manage the conflict within the group. Individual moral personality should have either for leader or mentor. Besides that, according to Toor and Ofori (2009), leader or mentor should always involve in the task to lead or guide and consult others, yet, it must be beneficial to other but not leader or mentor. Further, leader or mentor should avoid situation that may hurt others people such as scolding in front public where may cause lost of confidence to themselves. However, leader or mentor should always praise followers, subordinates or protà ©gà © in order to have a comfort working environment and maintain a good relationship between each others. 3.0 Characteristics of Effective Leader In a country, organization, society, or a group of people on doing a project, there must be a leader to lead those followers to achieve their goals. Leader is a person who influences other people to work using their capabilities to accomplish the goals that has been set. Therefore, it is important that a leader carry out their responsibility to ensure the effectiveness of their leadership skill to conduct a group of people in order to complete their task. To be an effective leader, there must be fulfilling several characteristics. First of all, a leader must be a good communicator (Self improvement mentor.com, 2009). Communication between leader and followers is important where it can avoid misunderstanding between each other, comfortable of subordinates while working and others. A good leader not only to conduct a group to complete their task, however, leader must able to communicate with followers in order to make them work comfortable on their position. So, both of leader and follower must able to understand each other conversation and giving feedback. So, mentors must have few years more experiences than mentee which could help and provide them a correct information and instruction. In an organization, the mentors should be familiar with the structure and the culture of the company, so, these could easy to guide and help other people who lack of experience in the organization. If a person lack of confidence on performing the task, it could lead to fail of performing and fail of achieve the goals. So, mentors should provide a proper encouragement in a right time to allow mentees on building up a good self-esteem and self-confidence. Result, mentees might able to performance well for the project. As a conclusion, leaders and mentors also playing a significant role in an organization, society, or others form of group. Leaders are to lead followers to achieve the goals that have been set, however, mentors is to help, guide, and set the goals to let mentees to achieve it. So, in order to accomplish the goals, leaders and mentors should carry out the characteristic of being effective leaders or mentors to help and lead other people complete the tasks. Scout is a society which involved in worldwide and with the main objective of supporting people on their physical, mental, and spiritual development. Scout is playing an important role on this society world, therefore, as a part of scout members have to always help others no matter on the different of races, religion, or ages of the person. There have many activities included in scout society such as camping, hiking, jungle tracking, woodcraft, and others. On researchers few years experienced on being a leader of scouting, researcher had gain many knowledge and skills to be an effective and good leader. Scout included many members inside where a leader have to be tolerant and patience while conduct a group of people. When a leader lost tempered and scolding in front other people, members could be scared and feel uncomfortable on joining this society. As the aim of scout is have to supporting young people, due to that, leading with a moral value character is the most important rules for a leader. Furthermore, scouts mostly include outdoor activities for members. Researcher had attended many kind of camping while being a leader. There will be met up of others schools scout members or even international scout members. So, able to socialize with other people is another major factors to be an effective leader. Proper social with other members showing out a friendly side of researcher individual and gain respect and heart from them would be smooth movement while joining those activities. Beside, socialize with others leaders and members could help to increase the skills and knowledge to be a good leader. In the camping activities such as learning fist aid skills, woodcraft, tracking and others, researcher was a team leader. All of these have to carry out a team work value among each other in order to successful complete the activities. Besides, researcher has to involve personal in the activities and build up a good team work condition with other members. Even though it separate to a small group of people in those activities, since every person having different types of knowledge and skills, so, team work still important for them in order to exchange knowledge and skills among each others. Additionally, a leader would not be perfect in all the areas, researcher might has certain part could lack of knowledge or skills. So, involving individual to taking part on those activities enable researcher to learn and gain more knowledge. Also, researcher able to manage conflict among group could bring out a better learning environment for followers. Furthermore, researcher always gives out challenge for followers to train their discipline, confidence, and moral values of followers. Those aspects are significant and useful for followers from time to time. Being a good leader should train followers to be an excellent person where can helps society world in future. Challenge such as creating a marching formation, woodcraft and others where it needs creativity of an individual and skills that had learnt. All of these are the main aspects to being an effective and efficient leader. 5.0 Conclusion People who holding high level management position in an organization should have a good leadership skill in order to accomplish the mission and goals of the company, well leadership to followers have to widely use. Furthermore, problems always occur either on organization performance or co-worker in a company, thus, leaders have to enclose an efficient thinking, making a correct decision to solve the trouble of company and conflict among employees or followers. Additionally, mentors have to consult one or more person who lack of experienced using their mentoring skills. Helping and guiding mentees could gain back the confidence of mentees and providing feedback for them is a way for them to learn more from their mistake and performance. As a conclusion, leader and mentor have responsibilities to their followers or mentees to maintain good condition of a company. Providing a good working environment for subordinates is the main factor to building up good relationship among each others. Therefore, the willingness on helping and guiding them could be useful and comfortable on learning for subordinates.

The Feminist Awakening    Women’s rights have evolved over time; beginning with being homemakers and evolving to obtaining professions, acquiring an education, and gaining the right to vote. The movement that created all these revolutionary changes was called the feminist movement. The feminist movement occurred in the twentieth century. Many people are not aware of the purpose of the feminist movement. The movement was political and social and it sought to set up equality for women. Women’s groups in the United States worked together to win women’s suffrage and later to create and support the Equal Rights Amendment. The economic boom between 1917 and the early 1960s brought many American women into the workplace. As women began to join the workplace they became progressively more aware of their unequal economic and social status. Homemakers, many of whom who had previously obtained college educations, began to voice their lack of personal fulfillment. They had an awakening, they realized their lives were not fulfilled and wanted more than what the restraints of society would offer them. Many literary works were born from the feminist movement; each enabling women to achieve more than what society expected of them and to push the societal limits. The Awakening is a prototype of the feminist movement.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Kate Chopin’s novel The Awakening follows a common theme in literature. The restoration is an interesting time in history. People from all over the world, especially Europe, were moving to American. It was during this time that the colonies rebelled and we soon became our own nation. When the period started England had just ended a 20 year civil war. The plague had killed many and England was finally settling down. When the restoration was starting, most authors still modeled everything they did on the classics: Greek, Roman, etc. People were starting to gain an understanding of the world and be less superstitious.With all of the new reasons for things being given by science, religion had to change too. This was also when the smaller minorities of society became more ignored and repressed. But when the puritans fell out of power things started to happen. Theaters re-opened, satire appeared, and so did journalism. The Restoration period was marked by an advance in colonization and overseas trade, by the Dutch Wars, by the great plague (1665) and the great fire of London (1666), by the birth of the Whig and Tory parties, and by the Popish Plot and other manifestations of anti-Catholicism.In literature perhaps the most outstanding result of the Restoration was the reopening of the theaters, which had been closed since 1642, and a consequent great revival of the drama (see English literature). The drama of the period was marked by brilliance of wit and by licentiousness, which may have been a reflection of the freeness of court manners. The last and greatest works of John Milton fall within the period but are not typical of it; the same is true of John Bunyan's Pilgrim's Progress (1678).The age is vividly brought to life in the diaries of Samuel Pepys and John Evelyn, and in poetry the Restoration is distinguished by the work of John Dryden and a number of other poets. Because of Europe’s many natural resources such as their seas which were great for fighting and farming, many Germanic tribes, Viking, and other people tried to attack it. When Charlemagne became Emperor the chaos stopped but after his death it continued again. The High Middle Ages were times of economic and political prosperity for Europe. Europe started using a feudal system, which is a system of government based on control of land. In feudal society everybody had a place. For example, vassals pledged their loyalty to their lords and they helped each other out. Another example is serfs farmed and did other labor work for the lords and kings in exchange for land and food. The feudal system provided Europe with a centralized government. Economically Europe also changed, During the Agricultural Revolution they made new technologies such as the wind mill and iron plow which greatly helped with farming. They also started using the three-field system. Because of their change there was more food and the population grew. Trade routes, trade fairs and towns were also created. Another big change was the Commercial Revolution. Money reappeared and was used to buy and sell goods. Europeans developed new ways of doing business. They created partnerships and an insurance system. This greatly helped business in Europe. In order for Europe to get out of its â€Å"Dark Ages† it had to go through change. By changing politically and economically, it prospered. Even now other civilizations are influenced by this. For example we have an insurance system and use windmills. In order for Europe to prosper it had to go through change.

Finally this paper will conclude with a summary of how the recommended approach to the change initiative will result in organizational excellence. A company’s image is very important. It shows how a company is viewed as a whole. Wal-Mart has gotten a bad reputation, and many consumers have stopped shopping there because of this image. The change initiative will be to change consumer’s image of Wal-Mart. The public perception can really affect a company’s profit. According to Margot and Rachel (2011), A 2006 marketing report by Walmart’s then-advertising agency described the public’s view of Walmart as that of a â€Å"bad corporate citizen who doesn’t treat employees well and isn’t acting as a good citizen of the planet† (p. 62). To change Wal-Mart’s Image they will need to change employee’s wages, increase staffing or don’t cut hours, and change the atmosphere. The first change that needs to happen is employee wages. Wal-Mart needs to look at the cost of living in each community where they are located, and pay a competitive wage. Costco pays its employees a competitive wage, and their profits have increased. Ungar (2013) states the following: In an identical economy, how do we explain Costco’s growth vis-a-vis the failures over at Walmart? Here’s a crazy thought—might it have something to do with the fact that Costco pays nearly all of its employees a decent living (well in excess of the minimum wage) while Wal-Mart continues to pay its workers as if their employees don’t actually need to eat more than once a week, live in an enclosed space and, on occasion, take their kids to see a doctor (para. 3). If Wal-Mart paid its employees more how would it impact the people, processes, and products and services? The impact on the people would be positive not only to the employees, but the consumers as well. It would raise employee morale. When one goes to Wal-Mart now, one can tell the employees don’t want to be there, and it’s hard to find someone to help. I have heard employees actually say, â€Å"They don’t pay me enough to help these people. † Ungar (2013) sums it up best about employee attitudes by stating, â€Å"and with those on site being paid a wage so low that it is difficult to expect much in the way of pride or motivation† (para. 6). If the employees got paid a competitive wage it would motivate the employees to take pride in their jobs. This would lead to better customer service for the consumer. So in a sense it would not only be positive impact for the people, but would be great for Wal-Mart processes regarding the customer. The impact on the products and services would be the employees would take pride to answer any questions on these items and other services. Also, Wal-Mart can raise wages without having to raise prices on products. According to Bivens (2006) state the following: Wal-Mart could raise wages and benefits significantly without raising prices, yet still earn a healthy profit. For example, while still maintaining a profit margin almost 50% greater than Costco, a key competitor, Wal-Mart could have raised the wages and benefits of each of its non-supervisory employees in 2005 by more than $2,000 without raising prices a penny (para. 3). Wal-Mart would not need to raise prices. There would be no impact on the products, or the consumers, or the process of everyday low prices. Plus, it would be a step in increasing their public image. The next change increase staffing or reduce cutting hours is another step in rectifying their image. Wal-Mart now has more stores operating and not enough staff to run them. So what do they do? They cut the employees working hours. The impact is negative for the consumers, their services, and the products. Ungar (2013) states the following: Without enough employees to get the basic work of a retail operation done†¦Wal-Mart merchandise remains stacked on pallets in the warehouse rather than making it to the floor where customers can find the products they want. At the same time, check-out lines are painfully long and annoying as the overall shopping experience continues to deteriorate. One is left to wonder about the value of offering products at a lower price if those products are not on the shelves when the customer needs to buy them (para. 4). So the impact on the people, processes, and product and services would be positive. The employees would be happier because they would have enough staff, and hours to get the work done. The consumers would be happier because the product on the shelves, and enough employees not to have to stand in long lines. The products and services would be better because there would items on the shelves, and employees able to service the customer. The last change would be the atmosphere. Wal-Mart’s atmosphere is not a positive one. When one looks on social media or reviews of Wal-Mart there’s a certain low class theme. When one goes to Wal-Mart sees carts all over the parking lot. Employees outside smoking or cussing at the tables they set up for them. Some of the types of consumers who go there can be rude, and ruthless to other consumers. Overall, it’s not a great shopping experience. According to City Data. com (2008) the unknown author states the following: From the errant carts strewn about the parking lot to the huddles of employees smoking in small designated areas outside the building, to hearing more languages than I can count, to hearing profanity, to seeing women younger than myself (Im 22) yammering into cell phones while toting around multiple screaming kids, I just get a bad vibe from that place. I realize you get what you pay for, but I also find good deals at Target and find it to be a much more pleasurable shopping experience. I saw just how low-class many Wal-Mart shoppers were when we learned of the trampling death of that Wal-Mart employee on Long Island this past Friday and just how many caused a further ruckus when told the store would be closing temporarily to remove the mans body (para. 3). The changes Wal-Mart would need to make to their atmosphere would help their public image. The first thing is moving the employee break area away from the customers’ view. No one wants to see the employees smoking. They could move it to the back of the store where there are no customers. Especially, at a time when people are trying to ban smoking from public areas; this sends out a bad image. The impact will be positive to the consumers it will give them a better view when walking into Wal-Mart. The impact on the employees may not all be positive. They may like where they take breaks, and hate the fact they have to go in the back where trucks unload products. They only impact on products would be if the employees got in the way of the trucks that are carrying the products; so this could be a negative too. The process would not really be impacted unless the employees sneak off to the back to smoke when it’s not their normal break time. This could be solved by putting a camera in the break area. The next change needs to be the carts. They need to have someone out in that parking lot keeping up with those carts. Wal-Mart is bad for having carts everywhere. Many people do not shop there in fear of a cart hitting their vehicle. This would be a positive impact for the people, product and services. The people will see that Wal-Mart takes pride in their appearance. This would let to more products and services being sold because people would come to Wal-Mart more if they didn’t have to fear their cars being hit by a cart. There would be an impact on the process. The process now does not work because the carts are not being picked up. The process would need to change for the employees, and some may not want the process to change so this could impact the employees. The employees may think the process of getting the carts is not broke, and may not cooperate with the changes. The last change would be towards the consumer. Wal-Mart tolerates bad behaviors in there store from consumers. This has lead to a bad environment to shop in. Wal-Mart needs to address the customers that are out of control in their store. Places like Target or JcPenney would not tolerate customers harassing other customers; they would be asked to leave. Wal-Mart should adopt this same kind of mentality. This would require a process change, and some employees may not feel comfortable dealing with rude customers. Wal-Mart may need to create a position to handle these types of customers. The impact may be negative to the employees if this change is not handled right. The impact for the consumers would be positive. They can go shopping in a nice atmosphere without the worry of dealing with other rude consumers. The people would know it won’t be tolerated in a place like Wal-Mart. This is the kind of image Wal-Mart wants to have. The products and services may be impacted at first because the loss of the rude consumers, but once word gets out Wal-Mart will attract more consumers. The changes that Wal-Mart would need to make would impact people. This part will provide recommendations to position this change initiative in a manner that results in high performance. In every one of these changes there will be some people who will want to resist this change. The way to overcome this resistance is by accepting this is part of the process. It may be frustrating, but this is part of change. Listen to what they have to say, and try to understand where they are coming from. By being supportive, they will eventually become less resistance. Corelli (n. d) states the following: Dont ask people to be accountable only for their actions and job performances, but just as importantly, ask them to be accountable to each other for maintaining high morale. By placing an equal value on teamwork, professional behavior, job performance, and accountability, you will be able to provide better service to both customers and to each other (para. 25). Next, empower the employees to find solutions instead of problems. The change will come with problems, but if Wal-Mart empowers the employees to find solutions this will help the changes go smoother. Corelli (n. d) states the following: This goes hand in hand with setting goals and establishing accountability. When new procedures are instituted and problems arise, people may wait for someone else to fix them. As you let people know that they are accountable, let people know you expect them to come in not only with their problems, but also with possible solutions. Add your input, too. The last recommendation is to train the people well on all the changes. Training is essential when making changes. Although, it was declared many times in constitution that freedom of speech and expression would be provided to the media. However, this rule was never truly implemented and many political leaders banned the press during their regime. In the constitution of 1956, an article specifically devoted to freedom of speech was included. The 1956 Constitution lasted less than three years and was abrogated by the imposition of martial law in October 1958. In 1962, with the removal of Martial law a new constitution was enforced which continued the recognition of an initial concept of freedom of expression. But in reality, a military ruler imposed the constitution, which was completely devoid of laws of freedom. However, the strong reaction of press and the public resulted in Constitutional Amendment No. 1 to the 1962 Constitution and in 1963; the Press and Pu blications Ordinance (PPO) came into being. PPO contained the harshest of laws curtailing freedom of expression and the progressive development of the media. But soon in March 1969, General Yahya Khan imposed martial law and relied heavily on one of the measures of this ordinance, the system of press advice given out by the Ministry of Information and Broadcasting in order to avoid publication of news and reports deemed unsuitable for public consumption. During this period, newspapers and magazines known for their independent and progressive views were taken over by the government. Eventually the National Press Trust, created in 1964, took over these journals and acted as a front to control a section of the press. Promulgation of the Western Pakistan Maintenance of Public Order Ordinance had the aim was to consolidate into one law different provisions for preventive detention of persons and control of persons and publications for reasons connected with the maintenance of public order and refine and reinforce the mechanism of repression. With amendments in 1963 and 1964, this law empowered the government to ban the printing of publications, to enter and search premises, and to prohibit import of newspapers, among other measures. These powers have been used by succeeding governments right up until the government of Musharraf. In 1961, the government also took over the principal news agency of the country, the APP, to get a strong grasp of media, arguing that administrative and economical breakdown justified such a move. Instead of giving permission to private enterprise to improve the quality of the news agency, the government saw this as an opportunity to suppress the news that were supplied to the print media, to radio, and to the outside world. In spite of such repressive times, the press took a bold stand by providing alternative sources of news through an independent press and in this way press started a rebellion against government. During the regime of Zulfikar Ali Bhutto, a President and Pakistans first civilian Chief, government reacted very strongly to criticism by various members of the press, and to suppress free voices imprisoned editors and publishers on the pretext of national security. The next five years represented the beginnings of democracy; however, they were spoiled by repressive actions toward the press. The new constitution, although formulated on the principles of democracy, human rights, and freedom of speech, failed to serve the purpose. The PPO remained, as did the National Press Trust. Moreover, through compulsion and manipulation, the government insured that the only other news agency in the country (besides the government-owned APP), the Pakistan Press International (PPI), was brought under its authority. In 1977, with the implementation of martial law abuse of journalists became public rather than covert. Journalists were flogged in public at governments notion and until August 1988 mass media gone through a stunning oppression. The only positive fact of this era was the restoration of the news agency PPI to its original shareholders. Since then PPI provides a valuable alternative news source to the government-controlled APP. In December 1985, the new democratic political figure came into power but that relied on the old media laws. A caretaker government provided transition to a full-fledged democracy, which included repealing the press law that had pressurized the media for so long. A new law, known as the Registration of Printing Presses and Publications Ordinance was installed in 1988. A key change in this law was enforced to stop government from intrusion in media. District Magistrate was supposed to issue a receipt to an applicant for the issuance of a declaration for the keeping of a printing press or the publication of a journal to provide the applicant with proof that would help avoid government interference. The most significant change or difference made by press law of 1988 was that governmental influence on media was reduced to a minimum limit and appeals were also now allowed. In addition, newspapers were given freedom and no longer obligated to publish in full the press notes issued by the government authorities. However, as representative bodies of the press wanted to revise the law of 1988 for a variety of reasons, so this press law continued to be re-promulgated as a decree through 1997, even though the Supreme Court ruled such re-promulgation illegal. The November 1988 elections brought with them a new phase of liberalism toward the mass media laws and regulations. During the rule of Prime Minister Benazir Bhutto, freedom of Expression and thought was uprising. But due to enormous political pressure and stress, media returned to the old, one-sided coverage after only four months. The free press grew stronger during this phase; and exhibited a new spirit in reporting the news and in analyzing the current affairs. Ministry of Information allowed a free and open system of importing newsprint at market prices. In 1990, with the dissolution of Benazir,s government, the new Prime Minister, Nawaz Sharif, took over and restored the issuance of permits system for news-print import for some unknown reasons. During this phase, government put sensational pressure on independent journalists, using both covert and overt means of revenge. To be honest, media was truly oppressed and tyrannized. In May 2000 Musharrafs regime was strengthened by a unanimous decision by the Supreme Court to validate the October 1999 coup as having been necessary; at the same time the Court announced that the Chief Executive should name a date not later than 90 days before the expiry of the three-year period from In 1999, Musharrafs administration seemed to follow a more open minded policy towards the press with fewer restrictions and much less exploitation. However, some sources reported continued harassment of and dangers to journalists. Mile stones: 1997: Nawaz Sharif overpowered Benazir Bhutto in the elections and activated a two-and-a half year reign of terror against the press. 1999: General Pervez Musharraf brought down Sharif, suspended the constitution, and declared martial law; Press harassment was reported and government agents raid the countrys most influential newspaper, Jang, because it was too critical of the government. 2001: Government introduced legislation to create a Press Council and new press laws. 2002: Journalists supported idea that the freedom of Information Ordinance Act allowed access to public records and details of decisions made by superior courts, armed forces, financial institutions, and intelligence agencies. 2010: Government could not check media outburst due to globalization. Many media officials and experts have now decided to suppress media terrorism by banning the display of bloodshed and massacre. Current situation: Presently, government has failed to check or ban media from spreading information because of intense technological advancements. Now nothing can remain hidden because of vast network of internet. Every person has free excess to the news around the globe. Requirement of media laws: As far as the question that is it necessary to call for media laws? is concerned we can easily say that laws absolutely necessary for the proper functioning of any organization as they help to maintain check and balance. Following arguments prove the significance of media laws: 1) Media sometimes crosses the limits and does more than enough, in order to stop this there should be a check/law. 2) We often hear much about fundamental human rights on media, but by exhibiting violation of these rights media itself violates human rights. That thing also needs to be suppressed. 3) Personal and communal privacy is highly affected by media. No secret remains secret because of media globalization. Some things happen to worth keeping private so to protect privacy law is essential. 4) The owner of the product is responsible that in case the product is provided to be used by somebody else, that this user is in compliance with the above rules and regulations and agrees to not mention, comment, state or otherwise discuss anything about the respective product. A corresponding law may need to govern import restrictions so that ANYTHING, product or service or even visitors to the respective country need to sign when entering the respective country to obey to this law. Media legislative bodies in Pakistan: The Authority or government is responsible for assisting and regulating the establishment and operation of all private broadcast media and distribution services in Pakistan established for the purpose of international, national, provincial, district, and local or special target audiences. Government has made special organizations to deal with media. New legislation has been planned for the formation of Press Council. Pakistan Electronic Media Regulatory Authority and Ministry of information are two famous lawmaking bodies in this country. CENSORSHIP: Censorship is considered very important in perspective of media. It holds same significance for media as a bridle for a horse. It keeps media in limits. A governmental organization censors anything that is considered morally corrupt. But as an old latin phrase states WHO WILL GUARD THE GUARDS, here comes a point that who will suggest that something is morally crooked? Code of ethics is one thing which will help here. All laws of censorship are meaningless without the code of ethics. Government of Pakistan has tried very hard to implement laws of censorship. But this is crystal clear that Pakistani censor board has awfully failed to do so. The reason definitely is the stark absence of code of ethics. Censorship saturates journalism history in Pakistan; certainly, the blackest censorship period came during General Zias 10-year military regime. Almost all journalists recall that as an era of thorough control. Government used most subtle means of censorship. It specified that whoever contravenes any provision of this regulation shall be punished with rigorous imprisonment which may extend to ten years, and shall be liable to fine or stripes not to exceed twenty-five. Sharif used additional means to ensure press observance. He used intelligence operatives to penetrate newsrooms and press unions and sent many spies doubling as reporters, and journalists moonlighting as government agents, trust became difficult for all. PRESS LAWS: Our freedom depends in large part, on the continuation of a free press, which is the strongest guarantee of a free society.    Richard M. Schmidt-   Constitutional Provisions Guarantees An article in constitution Pakistan provides freedom of speech and fundamental rights, this piece of writing refers especially to press and is given below: Article 19, Freedom of Speech: Every citizen shall have the right to freedom of speech and expression, and there shall be freedom of the press, subject to any reasonable restrictions imposed by law in the interest of the glory of Islam or the integrity, security or defense of Pakistan or any part thereof, friendly relations with foreign states, public order, decency or morality, or in relation to contempt of court, commission of or incitement to an offense. The Constitution ensures the freedom of expression and freedom of the press with reasonable restrictions that may be forced by law. Judiciary holds the responsibility to determine parameters of the permissible freedoms and the extent to which media should be restricted. The judiciary can serve its purpose only if it is independent and free of any political, social and communal pressure. It is a general observation that judiciary accommodates the freedom of expression and information, and wants to fortify the mass media. But government officials and big guns often have great influence on judiciary or to be more precise, we can say that the courts are directly controlled by them. The reason perhaps lies in the fact that the president controls the selection, transfer, and tenure of judges. Especially when any military dictator gets control of government, judiciary bears the burnt of disturbance. The incident that happened in January 2000, when Musharraf required all judges to take an oa th of loyalty to his regime the Supreme Court Justice and five colleagues refused, is the best example of government control on judiciary. The constitution also sketch outs the power of the president to promulgate decrees and to set aside fundamental rights during an emergency period when his own interest comes in question. Musharrafs military coup on October 12, 1999, led to such an annihilation of fundamental rights and violation of laws when he suspended constitution and assumed the additional title of Chief Executive, appointed an eight-member National Security Council to function as the supreme governing body of Pakistan and dissolved both the Senate and the National Assembly. On May 16, 2002, the Minister of Information, along with the Council of Pakistan Newspaper Editors and the All Pakistan Newspaper Society, released drafts for the legislation for comment and debate. Newspaper editors also urged that the Freedom of Information Act and the amended Registration of Printing Press and Publication Ordinance be promulgated by the government, along with the Press Council Ordinance. The International Press Institute (IPI) identified major concerns including the desire to create a quasi-judicial body without proper procedures in place to provide fairness and equity. The IPI also expressed reservations about the proposed composition, financing, and the terminology used in describing the ethical code, and made a number of recommendations for improving the draft ordinance. The PFUJ and the APNEC reacted in similar ways to the proposed legislation. In a joint statement issued on the eve of World Press Freedom Day, leaders of the two organizations said they regretted that the Press and Publication Ordinance against which the journalists community had striven for almost two decades had once again been revived and newspapers were being closed down under the same black law. The statement said fresh attempts in the shape of the Press Council were being framed by Musharrafs government to silence the voice of the print media in the country. They said the PFUJ and APNEC had already rejected the idea of setting up the council and that news people were still being subjected to different pressure tactics, including threats to their lives. They demanded that the government repeal more than 16 black laws, including the Press and Publication Ordinance, and to insure implementation of the labor laws by ending exploitation of the working journalists and newspaper worke rs. They also called for enforcing the Freedom of Information Act to ensure easy access to information. The only other press laws in effect while the current proposed press laws are under review are general ones prohibiting publication of obscene material, inciting religious, parochial, or ethnic provocations, and anti-defamation provisions. Foreign Ownership of Domestic Media: Due to continual foreign intervention previous press laws included provisions restricting foreign ownership in the press. The law specified that a non-inhabitant of Pakistan could hold shares in any newspaper only with the approval of the government and only if such chipping in ownership should not be more than 25 percent of the entire proprietary interest. Currently, there is no such information on foreign ownership provisions in the proposed new press laws. Summing up: Pakistans chaotic history, coupled with its ongoing political and economic crises, places the press in the position of informing the citizenry while also providing a check on the powers in office. Since its founding in 1947, Pakistan has suffered three periods of martial law and two military dictatorships, nevertheless the press goes on. The freedoms that insure the existence of the press are contained in Pakistans constitution, which remained suspended in 2002, and yet the press lasts and continues to safeguard those freedoms. Over the years members of the press have been arrested and jailed, have had their offices raided and ransacked, have been publicly flogged, and severely censored, tortured and pained. But the press still persists and has a stronger voice today than ever before. Members of the Pakistan press must work diligently to have their voices heard in the governments attempt to create a Press Council and new press laws. Problems facing the Pakistan press are not new, nor are there any quick fixes to them. Recent arrests of respected Pakistani journalists have spurred concern. Pakistan is dependent upon foreign aid, however, and is thus vulnerable to international pressures, which should help the plight of journalists being abused. In addition, a new generation of female editors who are sensitive to the abuses otherwise ignored by their male counterparts will undoubtedly help journalists and human rights victims. Conclusion:   In this age of media explosion, you cannot simply remain restrained to the boundaries of the traditional media. The media world has expanded its dimensions by encompassing within its orbit, the widening vistas of cyber media etc. The word law with media reminds us of a ferocious horse who has been forced to follow certain predetermined pathways, but as it seems nearly impossible to control the horse so the case of media is just like that. The more you try to organize the horse the more you get in trouble. But here are other ways to overcome the trouble; instead of dealing with the problem by force wed better put it in some sensible hands. It means, wed control media with code of ethics and morals rather than with laws or force.
